In the first five months of 2010, former Metra Executive Director Phil Pagano took home more than $1 million in pay, most of it from a deferred compensation program and an insurance policy aimed at rewarding only himself and his top deputy.
SPRINGFIELD — A plan to remove all the Metra board members from their posts and strip away future members’ salaries, pensions and benefits was rejected by a House committee Monday.
The plan, sponsored by Rep. Jack Franks, was filed in response to the misspending of former Metra CEO Phil Pagano, who committed suicide, as well as expenses made by board members that he called questionable.

The widow of longtime Metra chief Phil Pagano, who dramatically boosted his salary and other compensation in the months before he killed himself, is in the midst of a bankruptcy court battle, claiming she was left without cash or savings and is more than $1 million in debt.
