Mayor Rahm Emanuel, has repeatedly vowed to create “the most open, accountable, and transparent government that the City of Chicago has ever seen.”

This sets him apart from his predecessor, Richard M. Daley, who would only promise that city government would become “more accountable, open, and transparent.”

It’s also the kind of declaration Mayor Emanuel makes regularly—sort of like his claim to have put hundreds more cops in city neighborhoods.

It sounds impressive, even audacious.

We need more public accountability in Illinois government, not less.

Illinois' elected officials claim to favor open government, and they do — until they start getting requests for information under the state's Freedom of Information Act.

Then they head to Springfield in search of legislation to repeal whatever provision of the FOIA that's left them vulnerable to public inquiry. Generally, they've been well received.

Not even two years after sweeping changes streamlined and simplified parts of the state's rules for obtaining public information, a bill that some feel throws a wrench in the system awaits a decision by Gov. Pat Quinn.

House Bill 1716, approved by stage legislators in the waning days of the spring session in May, most notably changes how government entities respond to Freedom of Information Act requests by private citizens who frequently ask for materials under the law.

The identities of people authorized to own guns in Illinois will be kept private and exempt from Freedom of Information Act requests under a new law signed Saturday by Gov. Pat Quinn.

Quinn — in opposition to Attorney General Lisa Madigan — signed the bill amending both the Freedom of Information Act and the Firearm Owner’s Identification Card Act to keep the names of gun owners confidential except in cases of a criminal investigation.
