Naperville to hire lobbyist to oppose railway deal

Naperville has stepped up its efforts to fight the proposed purchase of the
Elgin, Joliet & Eastern Railway by the Canadian National Railway.
On Tuesday, the City Council approved spending as much as $10,000 for a lobbyist
to represent its concerns and opposition to the proposed acquisition. Naperville
is part of a regional coalition that includes Plainfield, Aurora, DuPage County,
Will County and communities from Waukegan to Indiana in opposing the transaction.
If the purchase is approved, traffic on the EJ&E tracks, which run along
the western perimeter of Naperville, is projected to increase from an average
of about 15 trains per day to 42 trains per day. The Surface Transportation
Board, a federal agency, will rule on the proposal this year.
City officials have expressed concern over the effect the purchase would have
on Naperville's proposed "quiet zone" designation. They also expressed
concern over an increase in hazardous cargo carried along these tracks and additional
street traffic congestion caused by the greater number of trains.
