Owner of Elgin consulting firm indicted for allegedly overcharging IDOT
Bookkeeper was told to falsify time sheets, prosecutors say

The owner of an Elgin-based engineering consulting firm was indicted Monday
for allegedly bilking more than $1 million from the Illinois Department of Transportation
by falsifying time sheets and other records.
Kamleshwar Gupta, 63, who owns KAM Engineering Inc., was accused of overcharging
IDOT from 1994 to 2003.
Gupta was charged with four counts of mail fraud.
Gupta directed a bookkeeper, one of the company's 30 employees, to falsify employee
time sheets and other financial documents, the indictment charged. He then allegedly
signed the fraudulent invoices.
Employees at Gupta's firm were required to fill out time sheets in pencil, rather
than ink, so that the bookkeepers could easily alter the records, the charges
alleged.
IDOT uncovered the alleged fraud during a routine audit within the last year,
said spokeswoman Marisa Kollias. Gupta's company has reimbursed the state for
all of the overcharges, she said.
"We're very aggressive in policing these type of matters," she said.
"We brought it to the attention of U.S. attorneys."
When reached at his business office, Gupta of Barrington declined to comment.
He referred questions to his lawyer, George Pappas, who did not return a telephone
call.
The bookkeeper has not been charged, said Christina Egan, the federal prosecutor
handling the case.
Gupta's firm worked with IDOT on at least four projects.
Gupta is scheduled to be arraigned April 30.
