Subway Development Corporation is the largest independent franchise development agent for Subway Restaurants, the fast-food chain. Phil Mesi, president of Subway Development Corporation, is a cousin of Republican Joseph Birkett. The company currently represents more than 700 Subway franchises that employ more than 10,000 people.

Subway Development Corporation is a career patron of former Attorney General candidate Joseph Birkett (R).

From 1993 to June 30, 2002, Subway Development Corporation contributed $30,000 to candidates for Illinois statewide constitutional and legislative office, all to Republicans.
